so that mean project already planned and whatever money raised on ico , it's just for like a development of the project itself.

I asked for that info some time ago, and they said that they will make a progress bar soon...
But for you you can see limits for investments available on pre-sale (and the progress) on their official website (it can give us some idea of how it is going)
i still not understand how that limits works? and if you take a look to that image
can you estimate how much it's raised?
