Hi Alex,
1) Yes, the total block reward is 25 PROTON, so if a miner is using the same address to mine blocks and to receive Masternode rewards, at this early stage, it is possible that he would receive the whole block reward, but moving forward, only 10 PROTON are given to the miner
2) Since the publication, the hashrate has spiked drastically and the network is adapting, nevertheless, the blocks are moving
3) There are 3 MN running at the moment, 1 belongs to the team
4) It's in progress, as specified in the Roadmap. Should be finished by the end of this week

The block reward is indeed 25 PROTON, 15 PROTON go to the Masternodes and 10 PROTON to the miners
