Premine is 200.000.000 Quan, where and how about premine distribution? If you premine this coin and all users must buy to start stake or masternode so
1. What's the diffrent with ico/ieo?
2. There's no fun without mining
If you visit discord

From the top of my head though, I believe that the premine was staking and helps fund the coin's development goals. The main thrust for the coin, is its usage as a masternode currency for QHost and MasternodeX. The approach is unique and the team has recently bolstered its ranks with more developers in order to meet its goals.
In retrospect, a recent article on CoinDesk, mentioned that many "mainstream" and bigger coins, are having problems paying their developers. To quote:
"Zcash and Litecoin are experiencing difficulties funding development and other expenses. Both projects have indicated it is the market causing these issues.
The Litecoin Foundation’s finances are in the red. Founder Charlie Lee seemingly is just funding it at this point. Blame for this has been put on crypto’s bear market, which shows projects are more influenced by trading than most in the ecosystem realize."
This was taken from
https://www.coindesk.com/as-crypto-markets-go-cold-who-will-pay-for-open-source-code?That's one justification for the premine = development funding for upcoming projects.
I mean look at Litecoin, didn't Charlie Lee, sell at the top when LTC was at an all time high, and in a recent leak, admitted to having no development updates on litecoin? Having healthy funding to pay for developers, list the coin on exchanges (they charge quite a lot!) and further push the agenda of the coin - does not happen for free.
Developers have to eat too!
In the ideal world, we see blockstream which does a hefty amount of development for Bitcoin - how do they earn? What do they do to get paid? What is their revenue model? We have to get realistic. Even if cryptocurrencies are in spirit, open source projects, there's the human element that needs to be addressed.
Such is the essence of capitalism.

1. I don't know
2. It's a PoS coin - some people call masternode mining as "mining" but you be the judge of that
