Why is this such a scam to you and many others?  

Lol!  How is this a ripoff?  Most pepes in rarepepedirectory.com are poor copy and paste rip offs with green face and red lips?  What makes this a rip or clone of that project?

I'm pretty sure this is just a ripoff of the real RAREPEPE on the Bitcoin blockchain..
