It is a real partnership, it was explained earlier in the thread. I think it's cheaper and more beneficial for them like this, since they are partners.

I think it will be worth to buy decent first because the exchange fees and transaction fees will be less than 10%

If dct wallet can be used than you should ask an ethereum wallet for sending tokens so why it is different with exchange address.

I really want to have an answer to this question. I will contribute with dct but don't want to download their wallets. Why can't I send from exchanges?

You need to control your private keys. Private keys are needed to correctly interact with smart contract functions, like transferring tokens. You will need an Ethereum wallet to receive & send your tokens.
