I had the exact same withdrawal issue. As Spots suggested, create a ticket and it will get sorted out.

I tried to withdraw my spots from c-cex to my qt wallet and this is what c-cex told when i tried to confirm my withdrawal " 0.015173 SPOTS to SW5xCbkGxL3LWpWF6gsyGd1jP6jUADUtMx instant withdrawal failed. SPOTS wallet failed to create transaction and Your withdrawal queued. It will be processed manually and Your history will be updated with valid transaction ID." any idea how to fix this spots?

Blocks seem to be clocking up about every 10 - 15 seconds. Has original spec approx 2 minute block time been changed at all. Or are we in turbostake lol?
Most likely the block chain is being moved by POW until coins mature and POS can take over.
