Presale is still ongoing for orders over $50K, however worth submitting your desired allocation anyway and see if they reply as they go by bigger orders down to lower ones.
What's the different between this one and Storjcoin x on polo? this is same project right? and can i swap my old storjcoin x right after the crowdsale end or there will be more announcement about it as i have some SJCX and i'm afraid that i will forget to swap it later.
SJCX will be converted to STORJ with a web app that will allow you to do so.
The Swap period will be open for several months so as long as you follow the project every now and then you should be reminded.

Why he is not CEO any more? And who is the new CEO, does he own equity in the company?
He was doing two jobs: CEO and CTO, he decided to concentrate on the technical job (CTO) and let the other founders deal with the business side.
There is no new CEO, the position is being filled by other co-founders as mentioned in the post.

A second ICO, what a joke.
Joke or no joke idea behind is very good. I'm not support of ICO crowdfunding, but this is very interesting concept which has plenty of room for rise and for new ideas. At least this project fixing some real life problems, and creates opportunity for constant earnings.The joke is that a decentralized storage network is moving to a centralized platform away from Bitcoin.
