I think the platform will be available immediately around the world, another question is that in some regions there may not be enough users.

Perhaps the team expects that there will be a large number of users on the platform in the future, and decided to leave tokens to meet the community needs.
I also think it's better to reserve tokens. Given that the STM will be used as an exchange tool, it's important that its course is stable, and its wider distribution will allow to reduce volatility.

Anyway it's better when everything is managed by the market, but not by one company.

I think that if the tokens are not sold out, Streamity will sell them during the project development stage.
