Just got a response from payeer saying the money was taken out meaning it is most likely a scam.
Now the only thing left to do is declare a chargeback and make sure everyone knows this P.O.S is a scammer.

I still haven't received any bitcoins ($495) and you where online, if you don't respond within the next 12 hours, I'll have to contact payeer and contact my bank for a charge back, don't waste my time.
If I was you ill do the charge back couse what he did to me says a lot of him.
The only reason I haven't gotten a chargeback yet is because I ordered from him before and it did worked out. He does need to take his ass out of his head and send the bitcoins, if he's having issues in his personal life, that would be his problem and not mine.
That's a decent jump between 1st and 2nd trades - i hope you get the coins you paid for.

I had an order for around $400 before and it worked, so I'm not sure if it's a scam or he just didn't have the bitcoins and he was waiting to get more, if it was the 2nd option and he didn't have any he should have made some type of contact and after you make the payment it states it may take up to 6 hours to process, however it's been close to 24 hours and he has been online 3 times.

I suggest to withdraw all the coin from that exchange and go away, the OP and his team aren't "honest" because they have "scammed" the collatarel to jorjito25 for only 0.02 BTC.

As soon I loaned him the money (5 dollars) he changed password of the account and didnt answer me again...
Carefull trading with him.
Anyway ill wait the 48 hours he told me to repay before giving bad advertisiment.

We never had any customers complaining about that. They all read our FAQ's or asked if they think something was unclear.
Anyway, I would recommend you to use another payment method in your country which does not have such limitations there (e.g. Ukash).
Or you may use bank transfer or e-wallets instead, you can use them from 1.5% fees already.
