It might be due to the lack of potential and understanding they are not availing the complete knowledge which is leading them to not to utilize the opportunities.

Yes you are right, we can't conclude success of the project based only on a successful ico but it is surely an indicator that the project has potential to be successful and I'm sure the team is working hard to overcome all problems they could face
