It's most likely based on priority, obivously they can't send everyone their tokens at once, they will prob start with the earliest que's and work that way.

On MEW to add token I put your contract, 18 decimal. When I added token symbol UTN-P it wouldn’t let me save. When I wrote the symbol UTNP I was able to save. Is this ok?
No. This is the first batch of UTNP that is ready to be sent out – for the requests which have least possible problems with being out deployed, like passing the KYC or requiring any human double-check. More UTNP will be deployed, when the later requests are ready to be processed too.
the ERC20 structure doesn’t even specify the “symbol” field". It is not something that defines the contract – you can name it “UTNP” (preferred) or even maybe something like “Universa” if you’d like, it is just the title you can give to your contract for your own convenience.
Anyone may create any contract and give it any possible title, it is the feature of Ethereum and ERC20 contracts – the only what really matters is the “token address” (which specifies that this is indeed our contract) and the “decimals” (for proper floating point mathematics). The tokens with different contract address are not supported by Universa as its own UTN-P tokens, now matter what symbol is specified for them.
