I'm not sure if it is relevant at all to USDe, but it's worth thinking about.
Still, the name Unitary Status is peculiar.
For example, when I look up what Unitary Status means on Google, it was quite surprising that it is a term used by the government to describe school districts that have successfully desegregated and are no longer under desegregation orders by the US government:
