From what I figured, registration is open until the airdrop. So you have to create an account and pass the telegram user check. Airdrop is happening in 6 days and a few hours, so you just have to be sure to have this by that time.

Just the airdrop "calendar", for the next airdrop, it's still not possible to register ("Not opened yet") and I suppose that will be possible just before the 21 August but I don't know...It's as you said, the registering period will start on August 21st. People will be able to register from this date til August 31st. Then the airdrop will be distributed in the first week of September

I entered my telegram username and it was validated in like 10 minutes. Also important thing, once you register you can input your airdrop address right away.
