All signs points to it. They are going blockchain-by-blockchain now. First ETC, WAVES, and now XLM. Anybody guess which blockchain they're gonna turn up with next? Looks to be a promising venture for these scammersCode:

There are a lot of scammers because the ICO market is not regulated either. But I think it will soon change.
Unfortunately, control is inevitable. If you do not control this area of economic activity, fraudsters will only get bigger, which means people will think that the entire cryptocurrency industry is a fraud.
