From the voting result in Telegram group, ArcBlock team decided to raise the gas limit for both ETH & CMT to up to 60 GWEI, 200k GAS, so that we can lower the risk of the failure in sending ETH/CMT due to GAS setting. To lower the individual cap for 3 ETH+7500 CMT was a smart move to give each registered member a chance to participate in the upcoming ICO. 7,500 CMT , not 75,000. You can invest both 3ETH together with 7,500 CMT.
So from what I understand the public Sale hardcap is 12500 ETH and there are 100170 people KYCed so that about 12% but the reduced the cap to 3Eth, so assuming everybody will be 3Eth then that will mean only 4166 people will be able to get Arcblock tokens so around 4% of all registerd investors. LOL It will be gas WAR.
Won't be a gas war. Read the pinned message on telegram. Plus, 100k people are combined private and public sale participants. And ofcourse, not everyone who sent out their KYC will be approved. For some regulatory issues.

I submitted kyc 16jan, no email received, cant login (gives a json array with details and i cant go to dashboard) and on top of that i was banned from the telegram for asking this question multiple times, nobody from the team answered me

Is there any lock in plan during token distribution to avoid what happened to CyberMiles?
I agree with you on this, perhaps ArcBlock should have a temporary locking scheme for these tokens that are sold and distributed to the development team and advisors. This will ensure a 5-year project schedule and control ABT Token prices. CyberMiles is a costly lesson.
