Why on the exchange c-cex Such a low price?

The hacker attack AIB 2 months ago.
We still want to maintain good status for AIB.
Actually, we could just ran away. However, we still don't want the people holding the AIB
goes to 0.
Thus we cover the C-CEX's cost by touch the fund that freed for 3.14 Billion.

You only have half chance to mine a block if only mine in AuxPow mode.

Yes, it is a AuxCoin . However, it is a half Aux merge coin.
only the odd number of block height be able to mine in Aux mode.

AIB team has to decide to hard fork the source from 930000 due to the hackers stealing funds
and change the algo for harder to issue the 51% attacks.
please update the source if you are the mining pool owner. or exchange for AIB

From Asian Investment Bond to Advanced Internet Blocks. From what you stated in OP, it's really high risk investment. Just like bitcoin, you would never know if the current price will gonna be like that in the future or not.
