SoftCap Failures has grown owing to mistrust and unaffordable marketing. A poor project may get funded, but a good one might fail all because of sheer marketing power. This should not be the norm.

because ICO does not get regulation from legal entity
however, some legal entities, some are concerned about ICO
they provide the ICO rules, so that the program can run safely

so no regulation or protection is a critical issue in terms of safety of funds. Token buyers have no control over their funds once given away in a crowdsale. It amounts to 100% risk.
