The time span of 02:00 - 08:00 UTC likely includes the whole operation while the actual impact is rather in the range of 1-3 minutes. There is no chance of any loss due to this event and if a transaction appears to be sent at time of this specific moment, I assume at worst up-to-date balances and results might be slightly delayed.

The wallet page for the chancecoin.com is supposed to be a static page. I just recently tested the wallet and the betting functionality in the Chancecoin client and both seem to work for me. I'll look into this further.
