Hello, how can I send ukc coins if my ukc wallet can't be sync? Where to find information about TX fee?

I got wallet Syncing connect no 9   

I re-installed the wallet and it opened. I then added the .conf file and the error returned.  Not sure what to do now as I've heard you can't sync the wallet without the .conf file

You have to go to your app data folder. WIN-R then type %APPDATA%. Go to your compound folder and add a file called compound.conf with the add node line from the original post.

I keep getting this error when trying to open the windows wallet:
