Better do little research and surely you will be able to find some answers regarding your question on active development team. I will give my thoughts on price which are very good and can be called bottom without any second thought on this. Dogecoin is larger community than many highly market capped projects and this enough to realize the future.

When I checked back last there was no more development in progress but perhaps that's changed

Agree with you.

With nice and big sell walls on 43 sat on Polo and Bittrex, there are good chances to see flash crash to 32-35 sat. And if BTC carnage continues through weekend maybe even lower to 25 sat,but this is probably not so realistic for now.
