I think what happened here was the dev participated in the airdrop himself and just changed his IP address many times in quick succession to get many slots. That is probably why the 250 slots were taken up in 3 minutes but only 5 people posting in this thread. If there was really 250 people participating in each round there would at least be 100 different people posting. He then dumped his stash at 15-18 and has not logged on since 1 July.

He is probably gone and coin will die at 1 sat or 0.

Maybe I am wrong but that is what the situation looks like.

It happens on every airdrop and I know several people who abused this one also.
