Is this coin dead? No any single new block in 11 days!!!. And block explorer is down too.

No so sure, but it looks like that. Theoretically the coin is alive as long as there are nodes and the blockchain moves. There are still few nodes, but blockchain stopped. And the Dev does nothing.
Who do you think will stake the coin with 1% yearly interest..? Even if Placebo is busy currently and wants to develop the coin slowly, he should ensure the coin will survive until he finally has time and ideas. With 1% interest and zero development nobody will bother to run wallets. I didn't consider Placebo to be a scammer (more of a tricky trader), but in this case it looks like just "get money and disappear" ICO..
. Well, more exactly "semi-disappear", playing dead, pretending to run something which is obviously not run... more of a Bitspender-style stuff
Stake your coin and then blockchain moves, if you don't stake then nothing moves, that are POS coins...

If the advice was directed to me, then I have to inform you that all my coins are stuck in staking for the last 12 days, with about 4-10 confirmations, and are waiting for other people to stake.
If the advice was to your coin's community, then well.. good advice, but instead of giving advises, you would better make people
want to stake your coin: for example increase the stake percent, or show some signs of development.
