So if it utility they shouldn't have a problem with sec.
Are American citizens allow to join?
According to their FAQ US citizens are not allowed. Maybe they will change it and will open for US people when they are 'accredited investors'. Recent ICOs did that sometimes.
I think the only way US citizens can join in is by buying tokens after the ICO
