According to Wikipedia, Chinese electric rates average 4-4.5c/kwh. Our new rates have been reduced down to 5-5.5c/kwh. On top of this, once we are scaled and consume a certain amount of electricity, we will qualify for industrial rates as low as 1.5c/kwh!

It looks like a normal small server. What is in it that it can allocate from other similar servers? What was uploaded there?

We are solely American-based at this moment, however, we are competitive. The challenge for miners have always been power consumption and the cost. We are located in a region that has some of the lowest rates in the country. They recently reduced rates and we are about .5-1 cent off from Chinese power rates (according to Wikipedia).
