Hi felipeintheend - Phase 1 ends proper 22 November.  I believe a week or two later, early - mid December, you will be able to buy and sell AR's on Crypto-exchanges, HitBTC initially with more to follow.

For now, plans remain the same - Phase 1 ends on the 22nd of November, and Phase 2 sxtarts in 120 days after that.
