Amount of ARTokens should be just comfortable for distribution and usage. Since Cappasity network will have millions of micro-transactions for content usage, we think it's better to issue more tokens and operate with integer numbers.

There's no soft cap. The company has already presented several prototypes and will continue working on it. All the funds will go for further development that will continue no matter what. If the hard cap is not reaches, the development of some advanced platform features may be postponed.
