The way we are doing it it is without formal cooperation/partnership and as part of their gift card merchant program, which does not require special cooperation or partnership. I am very skeptical about statements about cooperation with VISA or Mastercard, many projects failed on this basis, and some were blocked and their creators were charged with scam
