The developer I'm looking at the site sold 1.2 million coins, but I did not realize it sold everything from the beginning of ICO or with a 15% discount?

I am not sure how do they do it but it seems like they based their token sale on the blockchain where the token bonus is only inside a range of blocks. Does that mean there are more people who are buying the token but the counter is not updated yet?
