I dont think it will be a good idea of restarting back this project with a new ICO strategy but you can do one thing is start the project with your fund and then start the ICO and give them the result then surely you will get more then high fund what you have been expected. As the project is running so everyone will have faith on your project.

That's really sad but don't get what went wrong with the project that it failed to get investors. Even other projects that aren't promoted widely manage to raise 10+ BTC.
