when i read the white pepper how is work, Sellers (miners) can run HashRental software or connect their mining hardware (GPU Rigs, ASICS, Pcs and smartphones) to HashRental servers (stratum ports). Their hashing power is forwarded automatically:

What kind of weakness are you talking about? The blockchain benefits are often overvalued now.

I suppose they will use some regulation methods similar to central banking methods. I have heard about the approach to combine blockchain and traditional systems.
