Yes will be on mileston of 10.000.000$ but is not all reserved for the development,
About platform 2.0 yes, it should be very different than the first one, we're planning to connect our future network with a lot of partner to increase our forwarders number and our QoS with functions that allow people to insert or research item to buy directly from our site (for example you want to buy from amazon an iphone) and all process will be managed by us.
A bit hard to explain, will see the DEMO video as soon of the ICO will be over.

If you meant the minimum threshold, then it's 300,000 USD. Going by the white paper, project development takes 80%, marketing 10%, legal 5% and insurance funds 5%,

I don't think there is a restriction from what location to participate in pre-sale and ICO. However, LWF stated that citizens residing in the following states would not be allowed to register as a forwarder: Africa (agreements will be made for individual African states in the future ) excluding South Africa & Ivory Coast, North Korea, Vietnam, Bhutan, Afghanistan, Iraq, Iran, Libya Syria, Serbia, Albania & Colombia.
