They paid collateral fees for participation in vote lists. For Bibox it was 500k Bix tokens (this is for each projects). And same for Hadax. And Policy was at top 3 in Bibox vote, but in last minute Heronode cheated. Undecided

Policy will have a testnet in the end of this month (on 29th June). And they working about new exchanges as well. We must just wait. It too hard get good exchanges nowdays, because a lot of project want to be listed.

The coins that dont get listed(top3) will be up for vote on the next community vote. Also you get your BIX back if the coin that u voted for didnt get top3. I suggest you READ THE RULES.

Unfortunately, the vote is very slow.. The community lost interest in the Policy Network. I regret that I did not sell my tokens at the start.

Also they had partnership with NEM and QTUM (insure their wallets). You can talk in telegram with team (they have support 14 hours a day and even Val Yap answering some question there.)
