Its hard to access those sites for being offline, blockchain.info and blockexplorer.com is down too.

Enough of asking repeatedly did you try to fill the required field on the link I gave to you, they only need wallet identifier and email registered so why bother if they ask your recovery phrase of course they will not since its very clear that they only need those I mentioned not recovery phrase. it would be the easiest way to do it, but he should consider paying the transaction fee if he wants to send it to another address he owns. While importing the private keys or recovery phrase to another wallet are two different ways.

Why can't you just send the bitcoins from your blockchain wallet to your new wallet? That would be the easiest solution here.

I had been told that for atrociously high fees, a lot of the time, the mining pools may reimburse you some of the funds for what was clearly a mistake.

Thats correct, you have to contact them and you may present the transaction ID of the transaction with fees you made, they may reimburse more than 500$ of it, and they will depend the fees for the recommended fee like 0.0015 BTC.
