I think you are on the right track, that they will try to make websites use OIO in order to be allowed through filter.Will that be a good way to go, not quite sure how owners of the websites will react to this approach?
I agree - it will be necessary to reach some agreement with each site individually possibly ... that is difficult.
That will be difficult to achieve and for website owner to swallow- possible backlash? I personally believe in more friendly approach like offering some kind of incentive for websites to start using platform, not trying to enforce it.
