A rescan trawls through the chain to pick up all the instances of your public key to add up again all the the transactions in your wallet. A normal open of a wallet checks the last X number of blocks for integrity.
Forcing a rescan of a wallet with every open will be extremely onerous and time consuming and a complete waste. A rescan is only necessary if you have integrity issues in your wallet.

Thats why users who wants that can put in configuration file rescan=1 or rescan=0 depends of needs.

Already thinking of looking into something to compress the blockchain better mate not sure how to go about it just yet but it is an idea I already have

Had to dumpprivkey and import privkey to new wallet.dat to see correct ammount
or you could of ran Loco-qt -rescan mate
