tweaked things and put in -I19 now getting 7.4mh which sounds crap to me for a r9 290???. showing up in the pool now. and have submitted shares. is that has hrate low for an r9 290though???

Because it hasn't submitted a single share because the stratum diff is too high. A GTX 1060 can do 10MB/s you're doing 93Kh/s
