It is a private farm using their own pool.
One of the guys that created the bitbay ico has upwards of 50ghs at his disposal that I know of.

Putting 100ghs on this for 24hrs is roughly 15-25btc worth of hash.
Someone's betting big on this being a success.

And he should also submit all the required info to Bittrex, their website or IRC room has the link to the required info. Bittrex/Poloniex

Poloniex is almost impossible for new coins though and Bittrex slowed down a bit with adding new coins.

C-cex is "easy" to get on (if there is nothing bigger), but if you have the background/ability to get on Bittrex instantly, please do it.
