Basically, anyone and any number. Depends on you. You may write in smart contract for instance 10 witnesses and the conditions are followed if at least 7 of them proved it.

Who can be a witness? How many of them needed? I doubt that somebody's GF will show her boobs to anyone. Even in case some proof of bad surgery is needed

Well, Mywish is based on smart contracts that make transaction only if conditions are followed. If the medical service is done with problems, crypto won't be sent to a clinic.
