I decreased the fee from 25 percent to 20 percent. So referrer gets the same as the service provider.
I also implemented bitcoin faucet, which will be sponsored from the fee.

It's not quite clear what that means. What withdrawals are there? You said the 8 BTC from Kim goes directly to Dave's Bitcoin address, so Dave doesn't need to withdraw, and clearly isn't paying a fee. Maybe you mean withdrawals from affiliate accounts?
