What is the BTT account at what level?

Same as the 1st round, all members include newbies are eligible.

So there will be multi-accounts ((((

maybe, you just readjust the rule, devs.
to many newbie account now after some airdrop.

There is nothing wrong in giving a chance to "real newbies" to hold such new good tokens like these, but again dev team should consider accepting only accounts created atleast 2 weeks before these 2nd round announcement. Multi-accounts applying is already a dismayed, ended up flooded with new alt accounts is already a disaster, that's when we speak of transparency in distribution. Already seen on some of most talk about airdrop projects ahead of this so lets not follow the same path.

do we need to reapply or are we still registered from the first drop?

we have the same question if we still need to register again on the second round of airdrop? but base on the link post in case this question will not be answered, i think we should register again on a new weebsite platform if i am correct! good luck to this!

It is a good idea to receive airdrop for everyone that have bitcointalk account.
But I suggest that all accounts registered after 2nd ROUND AIRDROP start should not be qualified,
because more multiple newbie account that created newly will participate just to join the airdrop.
