Nice catch there is no purpose to create this token instead of scam the people. OP is coming with the idea to make this national currency of a state but he don't know there is no possibility for any state to accept this kind of token as their official reserve. I also believe who will buy this token will cry later.

Exactly my thought. All scammers ask us to donate some amount ETH or they will ask for buy them. Always be alert about them. Save your money. Do some research and do not buy just bcoz they asked for or people are buying it.
