the windows wallet (the core client) is there long ago, it's just the EN localization that was done.

It's usable (for test, or for someone to generate ANS address). import private key? yes. control coins? not yet.

the Mainnet is not online yet.

I don't know why you can have deduct all this into this conclusion.
Refund has nothing to do with the wallet or the client. It's set at 30 days after the Mainnet Launch.
