both required for deposit or send NXT, but sometimes only account ID for old account.

yes, address is NXT account ID and message is your public key.
if you received error or wrong address after confirmation withdrawal you must have balance in NXT account, you can use http://nxtra.org/faucet/ for fund your NXT first then try to withdraw.
