Only validated delegates can mine it. And you get some % for voting them. There is an official pool for it too.

You can also be a delegate and if you get enough vote you can become validated and mine it.

The project looks fine. I would like to join the current signature campaign. Has it still opened for new participants? If it is available for subscribing, how about the rewards for each participants? Will I have to wait till the end of the campaign in order to know how much I can get each week?

they don't sell the coins and there is no ICO - so... why do you want to know the devs?
