VM details will be discussed after phase1.
VM is part of phase 2.

As indicated on the roadmap we are now focusing on completing the dBFT consensus(currently on beta) and release it as part of the phase one completion to be released on Q1 2018.

That is correct. The only reason to be a delegate is if you plan to be a validator. Only the validators participate in mining and validating blocks in the network.
