In many cases, announcing an exchange ahead of time will negate your coin being listed there. For example, Binance. They are very strict about that sort of thing.

There are tow main reason for this price decline one is there lack of some big exchange to provide liquidity to support the market and to be helpful to maintain the price at decent level. The second is market's current unfavorable situation for almost every project recently launched. One more thing weak hands will be out in this phase.

You mean Idex this too has complicated system like Etherdelta as compare with normal exchanges we have to pay less trading fee. That is the reason people don't like this kind of exchange but not bad to buy cheap token at the moment from this exchange.
