my old MN is 20k swipp...

Yes, you have to. Because they will don't change 30k to 20k which is the same amouw at now!
I set up masternode when collateral is 20k, ^^ and now they change to 30k
tớ setup master node từ khi họ đặt mức là 20k. bây giờ họ chuyển sang 30k thì mn của tớ hiện đang hoạt động bình thường

I run wallet on windows 10 x64 and unable to synchronize. 
I got 'socket recv error 10054' from debug window.

That error means "Connection reset by peer" - simply meaning the remote end force closed the connection.
Try adding some/all of the nodes in this list to you swipp.conf file - it should resolve the problem;
