As I uderstand they already developing blockchain and have testnet with 8k TPS and in Q1 2019 will be mainnet iwht own blockchain?
In our plan, we will release the mainnet on Q1, 2019. We will publish testnet 2.0 in a few days, and some Dapps is already testing on testnet.

Looking at the many milestones you guys were able to achieve in a rather short period of time, this really do look like the next big thing in the blockchain and Cryptocurrency industry, the project looks great for itself and I will love to ask, since you guys already got maybe enough money from institutional investors, will there be any other form of ICO again or do we just wait to buy from exchanges when listed

We have already successfully released our Testnet in November. We got 8k TPS then. Besides we already developed a GUI for the transaction in our testnet. You can check our testnet page here: https://www.topnetwork.org/testnet/#/activepage

What do you mean by Blockchain 4.0 
what are the first versions
The first version is BTC itself. what are the first versionsWhat make us blockchain 4.0 is that we are one of the few blockchain projects which can connect real world business and blockchain together.
One of the most challenging problems for mew blockchain projects is the userbase for dApps.
For TOP Network, this problem is already solved because we already have 50 million reliable users on the communication apps we have developed.

Your project idea is quite challenging, this is certainly difficult to implement so many countries have not received blockchain technology, activating real-world business and many are receiving fiat transactions. But your optimism will be able to make it happen.
This is not that difficult. I do understand that a lot of countries do not welcome blockchain technology, but we already succeeded in our centralized communication apps, with 50 million ACTIVE (not only registered) users. The reason that why we create this chain is to use blockchain technology to benefit the app we already have. Actually the users of these apps are from all over the world. They will all become TOP Network Chain users when our main net is released. These users will not even "feel" the apps becoming decentralized, but when these apps are put on chain, they will benefit from that.
Of course, we are also developing some d-Apps now, and we will make a release conference for the world's first decentralized VPN app soon.
