Doesn't this mean there is only 1000 POW blocks with rewards? avg it to 4510 per block = 4,510,000 before pos starts and dev owns 17,500,000 if the coins that arent sold are burnt could be ok? Still not extremely confident here.

I doubt it, but who else's ICO is making games for people at least this dev is actually showing proof he's developing!
