it was written on OP that there is a 30 seconds block time but the first 200 blocks were solved within 10 minutes from the launch.

Because of low difficulty and high hash rate. It will get stable with time.
I suppose difficulty has nothing to do with the block generation time.
Block generation time is fixed from the beginning and it can't change if the difficulty goes up/down.
